docs(rfc): SpreadsheetResize passed — the collapsed-pane report was a misdiagnosis
The pane never opened: the HTTP menu_click used to toggle it is a silent
no-op (index-matched dispatch in window.rs has no View item 7; the
pane-toggle items live in the label-matched button-param menu system the
API cannot reach), and the synthesized cursor park's hover diff
masqueraded as the toggle's effect. A real click opens the pane at its
250px default and the held top-edge drag resizes it. Records the
double-dispatch trap (window.rs index match vs app.rs label match).
