fix: spawn cce-system-interface, not the old cce-system-settings name

The Manage Accounts button shelled out to `cce-system-settings`, the crate's
pre-rename binary name, and the four surrounding comments still referred to
it. Locally that kept working only because ~/.local/bin/cce-system-settings
is a compat symlink to the real binary — on any machine without that symlink
the button silently does nothing. Call the real name; `accounts` is matched
case-insensitively against the Page labels, so it still lands on the
Accounts page.
