fix: the open view dropdown takes the keyboard

Escape closes it, arrows move the hover, Enter selects. The widget has
handled all of that itself since cce-ui grew routed key events - but
this app routes keys per feature (dialog, search, network graph)
rather than to a whole tree, and the dropdown was never on the list,
so no key ever reached its handler. Routed exactly like its mouse
events, gated on `open` so a closed dropdown cannot swallow keys meant
for the page.
