test: move the CLAUDE.md size check out of src/, where it counted itself

The size check shipped inside src/ a few commits ago. That was wrong, and
the test-claim check proved it: a `#[cfg(test)]` block added to lib.rs to
count which modules carry tests promptly made lib.rs one of them, and the
crate documented as having none-but-api.rs suddenly had none-but-nothing.
The same flaw was already live and quieter on the size side — the scan added
its own ~150 lines to whatever file it was appended to, then measured it.

Both now live in tests/doc_claims.rs. An integration test is outside src/, so
it is invisible to every count it makes.
