refactor: Network section — pane visibility, zoom, and detach move in

The Network Settings section becomes Network and picks up the graph's
controls from View: Show Network Pane (displayed as "Visible"),
Zoom In / Zoom Out / Reset Zoom, and Detach Circular Window, ahead of
the existing Circular Pane toggle. Older saves migrate: the section
param renames in place and a canonical-order sort rebuilds the layout
(ensure_param only appends, so saved params kept the old order).
