docs: cce-browser rejoins the cce-ui dependent sweep

It no longer vendors the Servo engine — it depends on the crates.io
servo 0.4 package and rebuilds in seconds (user-confirmed 2026-08-29) —
so the leave-it-out rule for toolkit sweeps is retired.
