fix: echo absorb — bounds tracking the echoed size are part of the echo

Live diagnosis (the new decline log) showed every candidate echo carried
a bounds delta: the arrange schedules a status window's bounds equal to
its own box, so a self-resize ALWAYS changes scheduled.bounds in lockstep
with the size — the "nothing else changed" test could never pass and the
absorb remained disabled for exactly the windows that loop.

Bounds now count as part of the echo when they equal the echoed size
(absorbing records them in configure_sent so the bookkeeping agrees); a
bounds change that differs from the echoed size — a real available-area
change — still forces the configure through. Also keeps the permanent
decline diagnostics: when a size restates committed geometry but the
absorb declines, the state and each non-size field pair are logged.
