feat: Ctrl+A selects the whole URL, and Ctrl+L selects what it focuses

Ctrl+A while the bar is focused selects everything, the counterpart to
the click behavior in 9b091fe. Ctrl+L already focused the bar but left
the caret at the end, so the two ways into the bar disagreed — it now
selects too, and all three routes (click, Ctrl+L, Ctrl+A) go through one
select_all_url.

Ctrl+A with the bar unfocused is untouched and still reaches the page:
the handler lives in edit_url, which only runs while focused, and nothing
was added to the global chord list.

Shadow-verified: from a mid-text caret, Ctrl+A highlights the whole URL
and a keystroke replaces it; Ctrl+L from an unfocused bar lands focused
with everything selected.
